As the wave of homogenous divestments in the oil and gas sector continues to gather momentum, the need for a robust multi-sector partnership has been advanced as the panacea for the agelong distrust existing between oil and gas companies and their host communities.
A development economist and partnership facilitator, Dienye Pepple came out with this while delivering a Paper on “Changing the Paradigm in the Relationship Between Oil and Gas Companies and Their Host Communities in the Niger Delta”.
The presentation was made at the just concluded 1st Quarterly Retreat 2022 of the Executive Council of the Bonny Chamber of Commerce, Industry, Mines and Agriculture (BOCCIMA) held between Friday and Saturday, March 11 and 12, 2022 at Hotel Presidential, Port Harcourt, Rivers State.
Pepple, who is also the 2nd Vice President of BOCCIMA, held that individual oil and gas companies (OGC) cannot obviate the sustainable development imperatives of their host communities, explaining that managing the complexities associated with multisector partnerships was the major challenge.
“No single OGC can bear the burden for the sustainable development of their host communities alone. There is therefore the need to build a robust multi-sector partnership for this. The challenge is that multi-sector partnerships for sustainable development are very complex.”
He posited that given that it takes time to build and sustain enduring partnerships and most times, failure to achieve this within limited time leads to frustration and disappointment, there was the need to retain “seasoned partnership brokering firms to undertake the training and broker the required partnerships.”
“They depend heavily on building strong working relationships between key individuals, often from different work environments and cultures. For this reason, they take considerable effort both to establish and to nurture to maturity.”
“The time required to build strong and enduring partnerships, often in a climate of urgent sustainable development needs, leads all too often to frustration and disappointment. It is therefore recommended that the services of a seasoned partnership brokering firm be retained to undertake the training and broker the required partnership.”
Insisting that “this is a highly needed project in the Niger Delta to foster better relationships between OGCs and their host communities”, the BOCCIMA Vice President expressed optimism that these proposition when implemented would obviate “the prevailing paradigm of disgruntlement, distrust and confrontation”.
He maintained that this unfortunate paradigm “needs to shift to make room for mutually beneficial relationships, based on mutual respect and trust, for the achievement of development in the Niger Delta Communities and enduring peaceful environment and acceptability for the OGCs”.
