Hart Assumes Duty as Commissioner; Says Urban Development Ministry to Actualize Rivers Development Agenda

The newly inaugurated Commissioner for Physical Planning and Urban Development in Rivers State, Amairigha Hart, has hit the ground running, emphasizing collaboration, professionalism, and dedication to drive the State’s development agenda.

He was sworn in barely 24 hours ago alongside four others on Wednesday, March 11, 2026, by the State Governor, Siminialayi Fubara in the Executive Chambers, Government House, Port Harcourt.

Arriving the ministry on Friday, March 13, 2026, the Commissioner met with the Permanent Secretary, Soibitein Harry, a Town Planner (TPL), acquainted himself with directors, and vowed to transform the state into a masterpiece.

“We have a duty to deliver,” Hart declared. “His Excellency, Governor Siminalayi Fubara, has charged me to make Rivers State a rival to Western cities. I believe in Rivers State’s potential and, with God’s grace, we’ll get there.”

Reflecting on his mandate, the Commissioner said: he was out to make Rivers State proud, improve the economy, and deliver results.

“We must proffer solutions and show work,” he said. “I promise to advance the state, contribute to the economy’s development, and make His Excellency proud.”

“There is no reason why we shouldn’t be as developed as other Western cities,” he said, calling on staff to join him in the quest.

Hart’s first day at work reflected his vision for the ministry summarised in his desire for committed staff, innovative ideas, and efficient service which he identified as critical to unlocking the state’s development potential.

“How committed are you in carrying out your duties?” he asked staff, sparking a resounding assurance of dedication.

“The ability to deliver counts,” Hart emphasized, urging staff to provide case-oriented briefings, report realities, and explore best approaches to curb challenges, while assuring of his readiness to prioritise their welfare and improvement.

The Permanent Secretary, Soibitein Harry welcomed Hart, on behalf of directors and entire staff of the ministry, highlighting the ministry’s challenges, while expressing confidence in his ability to drive progress.

“We are optimistic that the Commissioner will advance the ministry,” she said.

Highpoint of the day’s business was a tour of Ministry by the Commissioner, guided by the Permanent Secretary to ascertain the state of affairs.

The Ministry of Physical Planning and Urban Development is responsible for overseeing the development and implementation of policies, programs, and projects aimed at promoting sustainable urban development, efficient land use, and improved infrastructure in Rivers State.

The ministry’s mandate includes preparing and implementing urban development plans, regulating physical development, and ensuring compliance with building codes and zoning regulations.

The ministry’s formation goal centers on creating a well-planned, livable, and prosperous urban environment that supports economic growth and improves the quality of life for residents.
