BREAKING: History Beckons for Bonny as Senator Banigo’s Federal Medical Centre Bill Scales Final National Assembly Hurdle

A major breakthrough in the quest to establish a Federal Medical Centre (FMC) in Bonny, Rivers State, has been recorded as the House of Representatives concurred with the bill sponsored by the Senator representing Rivers West Senatorial District, Dr. Ipalibo Harry-Banigo.

This development effectively clears a crucial legislative hurdle and brings the proposed federal healthcare institution closer to actualisation.

The development, announced in a press statement dated Wednesday, October 28, 2026, by her Office, follows the successful Third Reading and passage of Senate Bill 659 by the Nigerian Senate.

With concurrence secured from both chambers of the National Assembly, the bill has completed the legislative approval stage and now awaits presidential assent to become law, marking a significant milestone in Senator Harry-Banigo’s efforts to expand access to quality healthcare across her constituency.

The proposed Federal Medical Centre is expected to address longstanding healthcare challenges in Bonny, an important oil and gas hub which growing population, expanding industrial activities and ongoing Nigeria LNG Train 7 project have intensified demand for accessible, specialised and emergency medical services.

When established and operational, the facility is expected to reduce the financial and logistical burden on residents who currently travel to Port Harcourt and other locations for advanced medical treatment, while strengthening emergency response capabilities and reducing pressure on existing healthcare institutions.

Beyond healthcare delivery, the proposed centre could generate employment opportunities for medical professionals, support clinical training, improve disease prevention and public health services, and extend specialist medical care to neighbouring coastal and riverine communities across Rivers West Senatorial District.

Senator Harry-Banigo, who chairs the Senate Committee on Health (Secondary and Tertiary), has championed the legislative initiative as part of efforts to strengthen federal healthcare infrastructure and improve access to affordable medical services for underserved communities.

The proposed institution would also represent a significant federal investment in Bonny’s social infrastructure, potentially complementing the area’s strategic contributions to Nigeria’s energy economy and addressing healthcare needs associated with its expanding industrial and residential population.

According to the Senator’s office, the House of Representatives’ concurrence represents a critical step towards establishing the FMC as a full Federal Government medical facility equipped to provide modern healthcare infrastructure and services.

However, while the legislative milestone brings the project closer to reality, its eventual take-off will still depend on presidential assent, budgetary provisions, institutional arrangements, infrastructure development and the deployment of qualified healthcare personnel.

The development has consequently shifted attention from legislative advocacy to the executive decisions and implementation processes necessary to translate the proposed medical centre into a functional healthcare institution.

For Bonny Kingdom and the wider Rivers West Senatorial District, the significance of the breakthrough extends beyond the passage of a bill: it raises the prospect of bringing lifesaving specialist healthcare closer to communities that have long contended with the cost, distance and difficulties of accessing advanced medical treatment.

For Senator Harry-Banigo, the successful progression of SB 659 through both chambers represents a notable legislative achievement. For the people of Bonny, however, the ultimate measure of success will be the establishment of a fully equipped, adequately staffed and operational Federal Medical Centre capable of delivering the healthcare services envisioned by the legislation.

The next decisive step rests with the Presidency, as Bonny awaits the assent and subsequent implementation that could transform this historic legislative breakthrough into a lasting healthcare legacy.
